Code Enforcement Office

The Code Enforcement Office is responsible for the enforcement of the City’s Property Maintenance Code (Chapter 159 of the Cofified Ordinances) relating to Housing and Property standards within the City. This includes condition and maintenance of property, houses and accessory structures, as well as grarbage disposal, junk cars and grass and weed ordinances. In addition, enforcement of the City’s ordinances relating to the Downtown Historical District, and the Architectural & Design Commission.

The office administers the Rental Registration program which requires landlords to register all rental properties within the City limits annually. Occupancy certificates are issued to the landlord after an exterior inspection of each property is performed. An interior inspection of the property is provided upon request. (Form available online)

The Vacant Property Registration is also under the jurisdiction of the Code Enforcement Office. All residential and vacant buildings that have been vacant for more than 90 days, are required to be registered and a fee of $200 (residential) and/or $400 (commercial) is to be deposited with the City. This applies to individual owners, financial institutions, property management companies or any other responsible party. (form available online)

Applications for the annual Garage Demolition Program are also available from the Code Enforcement Office. This program is funded by the City and is awarded on a first come, first serve basis, within specific guidelines at the discretion of the Code Enforcement Officer. (form available online)

The office also deals with fire damaged structures to insure rehab or demolition occurs within a timely manner.
